Delivering Mission-Critical Training for the VA Community Care Network

The Challenge

The VA MISSION Act of 2018 dramatically expanded the Veterans Health Administration’s ability to provide care through community providers outside the VA system. This shift required thousands of healthcare professionals across the country to complete mandatory training before participating in the VA Community Care Network.

The Veterans Health Administration needed a scalable, secure training platform capable of delivering required coursework to a rapidly growing population of providers while maintaining strict data and reporting requirements.

The solution needed to:

  • Support thousands of healthcare providers nationwide
  • Deliver mandatory compliance training efficiently
  • Track completion and continuing education credits
  • Integrate with existing training systems and external partners
  • Protect sensitive provider information
  • Scale quickly to handle large surges in user activity

The Solution

Working with the Public Health Foundation, KMI Learning implemented VHA TRAIN – Mission Act, a dedicated instance of the TRAIN Learning Network tailored specifically to the program’s needs.

The platform was designed to provide streamlined access to required training while maintaining seamless integration with the broader TRAIN ecosystem used across public health organizations.

Key capabilities included:

  • A high-availability cloud deployment designed to support up to 10,000 simultaneous users
  • Automated account creation and provider identification using NPI numbers and specialty taxonomy codes
  • Delivery of SCORM-based training modules with built-in assessments and evaluation tracking
  • Automated continuing education credit tracking and certificate generation
  • Integration with external learning systems to ensure smooth provider access
  • Synchronization of learning records between the Mission Act platform and the primary TRAIN system for reporting and oversight

The system was deployed in a secure cloud environment designed to handle large volumes of training content and provider data while maintaining performance and reliability.

The Outcome

The VHA TRAIN – Mission Act platform enabled the rapid rollout of mandatory training to thousands of community healthcare providers participating in the VA Community Care Network.

Providers were able to access required courses, complete training, and receive certifications through a streamlined and scalable platform designed for high demand.

By integrating the Mission Act training environment with the broader TRAIN Learning Network, the Veterans Health Administration gained a unified view of provider training completion and compliance across the system.

The result was a reliable and scalable training solution supporting the VA’s mission to expand access to high-quality care for veterans nationwide.
